Secretary Report.
More
updates on the web page. Need articles to place in web page, building tips,
product reports etc. etc.
The club dues are due by January 31. Please send in your dues as soon as possible so I don't have the last minute rush. I have allot of members who have not paid their dues yet. We also have several new members that don't have their AMA card yet and until they receive the cards and give me their numbers I cannot issue a club ID card or the key to the freq. board and the first aid kit.
The club officers have been getting reports from several members and the park personal about people flying over the park, again, with one of the planes crashing into the park. PEOPLE we need to stop doing this as several aircraft in the last couple of months have ended up in the park and if this keeps up we will all lose the field.
On another note their have been incidences, the last couple of weeks, with people using foul language, threatening and being belligerent to other members. One incidence occurred around a potential member and his mother so I'm printing the club policy and actions, from the club by-laws, the club will take if this keeps up.
Section 1. QUALIFICATIONS FOR MEMBERSHIP.
(a) A qualified person of good moral standing in the community as defined by community standards regardless of race, creed, sex, color or national origin, having a sincere desire to be a member of the association and evidencing willingness to comply to the standards of the association.
(b) To wit: a member in good standing is defined as follows: A member having in his or her possession a current valid A.M.A. membership and being current on all initiation fees, dues, and assessments and not being in a state of suspension or termination or having been expelled and who attends meetings on a reasonable basis, and/or participates to a degree which would indicate him or her to be an active member.
Section 5. SUSPENSION.
(a) A member (senior or junior) may be suspended at the discretion of the Association officers for any violation of the following:
(1) Invalid AMA license; (2) Violation of AMA Constitution or By-Laws; (3) Violation of Association By-Laws.
(b) Suspension will immediately entail curtailment of all usage or participation with or on Association properties or facilities owned, rented or leased.
(c) Suspension will remain in force until the next regularly scheduled meeting of the membership, when at such time the suspended party will be given adequate time to justify his continued membership or expulsion. Should the suspended member be unable to attend the first regularly scheduled meeting, the suspension shall remain in force until the next regularly scheduled meeting of the membership. Should the suspended member fail to attend either the first or second regularly scheduled meeting, and fail to provide just cause to one or more of the elected officers of the Association, the suspension shall be considered "no contest' and will be subject to the provisions as set forth in Section 6 (Expulsion).
(d) A member may not be placed in suspension without concurrence of a majority of the elected officers.
(e) A member may not be placed in suspension when he or she immediately recognizes his or her error (upon being confronted with it) and agrees to cease and desist.
(f) Repeat violations by any member shall be cause for suspension regardless of violating member's concurrence (apparent deception and subterfuge shall not be tolerated).
Section 6. EXPULSION.
(a) A member may be expelled from this association by a two-thirds (2/3) vote by the membership present at a regularly scheduled meeting when the member's actions or inactions are contrary to the goal of, and a detriment to, the association or when his or her actions or inactions involve a matter of suspension as covered in Section 5, or when his or her actions or inactions involve a question of moral turpitude.
(b) Expulsion shall follow suspension as governed by a majority vote of the membership present at the meeting attended by the member in suspension. If a suspended member fails to attend the first and second meetings immediately following the suspension and fails to show "just cause" for his or her failure to attend to one or more of the Association officers, the suspension shall be considered 'no contest' and shall be voted upon as expulsion. If the suspended member can show just cause for his or her actions which are/were not in accordance with the By-Laws or flight rules - which includes a possible change of thinking by the suspended member wherein the suspended member concurs and agrees to cease and desist actions not conforming to the By-Laws or flight rules, a vote shall be taken by the membership. A suspended member-may be so justified in his or her actions that a change of By-Laws or flight rules is apparent or required - if this condition so exists, the justification shall take place as a request for amendment as outlined in the amendment paragraphs.
(c) All suspensions and expulsions shall be acted upon by vote of the membership with one of the following actions established and recommended:
(1) Justified -- no action required. (2) Justified -- change to Constitution, By- Laws or flight rules required. (3) Not justified -- fine in lieu of expulsion, $50.00.
Note no. 1: All fines shall become an integral part of the treasury and utilized as such.
Note no. 2: Members, at their own discretion, (subject to approval by Executive Board) choose to do field (flying site) maintenance at the rate of $2.00 per hour in lieu of payment of fine. Work assignments, in lieu of fines, will be established by the AMERICAN MODEL AIRPORT ASSOCIATION officers (applicable for junior non dues paying members only.)
Note no. 3: Members refusing to pay a fine levied by the membership or refusing to do field, (flying site) maintenance in lieu of the fine, shall, without recourse, be expelled for a period of not less than nine (9) months in disposition of all accrued benefits shall be forfeited during such expulsion. Accrued benefits include: initiation fees, dues and assessments. At the end of such expulsion period an expelled member may become a member in good standing by reaffirming the By-Laws and flight rules and reestablishing in accordance with same.
Note no. 4: Suspension or expulsion in general can usually be considered a result of willful or deliberate violation of, or failure to comply to, By-Laws or flight rules of the Association, and in most cases where positive deliberate action cannot be established a fine should be recommended.
Note no. 5: AMERICAN MODEL AIRPORT ASSOCIATION officers shall use empathy, extreme discretion, non-discrimination and care in suspending any member and be able to justify their actions to the membership at large on a majority vote basis during a regularly scheduled meeting should it become necessary.

Ontario show. Discussed the need for a banner and other items to bring potential
members to the booth.
We
are looking for some new flight instructors as Rick Bass won’t be able to
train any more because of his work schedule. (Editors note Mr. Bass will still
be an instructor as his work schedule has change but we still need more
instructors.) So if you would like to become an instructor see any of the club
officers and we can set you up. One of the perks of being the club flight
instructor is that your dues are paid by the club and you receive some free fuel
for your labors you only have to be willing to give up some of your own flying
time to train.

Business. Member
outrage is not needed at the club field nor will it be tolerated. The member or
guest for that matter will be asked to leave and if this persists disciplinary
action will be taken up to expulsion from the club. Club by laws will be mailed
to all current members so their will be no misunderstanding on this matter.
Discussed the time allotted to Heli pilots to fly their craft from the runway and the consensus is still fifteen minutes per hour and that means when a Helicopter is up all other fixed wing aircraft are not allowed to fly. If the Helicopter pilot wants to fly for more than fifteen minutes they can use the Helicopter fly zone which is to the east of the pit area covers all they want. The placement of the Helipad and the Helicopter fly zone south of the parking lot was discussed and placed on hold for further discussion, so, for now the Helicopter fly zone is to the east of the pit area covers.
As mentioned previously we need Flight instructors. The flight instructor needs to be approved by the club and must allow four hours per month and have the trainer available all of the time. Time allotted for training is between 09:00 and 12:00. This gives the other members time to fly their larger and faster aircraft without the worry of a student causing an accident. Right now we have Rick Bass, Tom Widmer and Larry Cass as instructors but we can always use more.
A motion was asked for and passed to appoint an instructor committee to approve for their first solo flight all new club members, and some of us old timers, at the club field and after being soloed they will have a sticker attached to their club member ID card saying they are approved for solo flight.
The
committee consists of Rick Ogden, Terry Talkington and Tom Bright.
A motion was asked to set the club member limit to 120 with a waiting list. After the 120 cap is reached people can join by invitation only. The motion was passed but after further study of the club by-laws it will have to be resubmitted per the by laws at the next club meeting.
The club by laws will be going out to each paid member so that everybody
can understand the rules that we must all live by and the way amendments to the
club by-laws must be presented.

The
race report for February is presented by Harry Hill:
Race day and some of us weren’t checking our calendar and showed up without our trainers, that makes us Pylon Judges. Eight pilots did know what day it was and came prepared to race, well, actually seven came prepared to race and the eighth borrowed a plane to race.
The racing was fast and furious with a couple of planes going in on low turns, a midair collision during one particularly close race and one plane catching a wing tip on a guy wire at the pylon. For the most part though even the damaged planes were repairable and will probably fly again.
The big winners for the day are
Tom Widmer first, Jim Wilson, second and Rick Ogden flying a borrowed plane for
third. Mike Mclean did a great job as contest CD keeping the heats moving right
along. Special thanks go to Judy Mclean and John Ferranti for cooking lunch.
